As Algiers grew and expanded, the pressure on the Harrach River increased due to urban and industrial development. Household waste and industrial residues began to be dumped into its waters without adequate environmental controls, leading to severe pollution. Over time, the water quality deteriorated significantly, becoming filled with chemical contaminants and microbes, which negatively impacted plant and animal life and posed a serious health risk to nearby residents.

The accumulation of waste and pollution stripped the river of its environmental value, transforming it from a once-attractive natural habitat into a source of contamination, foul odors, and disease. This alarming situation prompted authorities and the community to seek urgent solutions for its rehabilitation.
